At 8 p.m. on August 21, 2009, Pol.Col. Noppawat Alayangkool and Pol.Lt.Col. Chaipol Eakkul, Superintendent and Deputy Superintendent of Region 1 respectively, led the arrest of a 68-year-old suspect in a house in the Jomthong area of Bangkok. This suspect is accused of raping a child under the age of 13, performing obscene acts with a child under 15 years of age, taking a child away from his/her parents or legal guardian for obscene acts at the suspect's home.
It was found that on January 18, 2009, Ms. A (real name protected), a 19 year-old college student in the Thonburi area came to the CWD to file a report to claim that this suspect raped her numerous times since she was 12. Additionally, this suspect is accused of raping Ms. B (real name protected), her 13 year-old sister. The victim made a statement saying that the suspect resided in a house near hers and that he plotted to hire her as a babysitter and to do housework then raped both her and her younger sister repeatedly over the years. The victim could not tolerate the abuse any longer, so she told her guardian about what had happened. They came to the CWD to file a report, and eventually an investigator collected enough evidence to request an arrest warrant.
During the initial interrogation, the suspect confessed that he stareted babysitting children in the neighborhood after he retired. He said he has known Ms. A since 2001, so he loves and adores her they way he loves the children he cares for at home. He said that as they got closer, he started to have sexual desires towards her and that she was willing - not objecting - to have a continual sexual relationship. He also stated that each time he had sex with her, he would give her 100 baht. Other than that, he said he would record each sexual encounter in his diary, indicating the date and time and his feelings for each encounter. As for Ms. B (Ms. A's younger sister), he claimed he did the same for the younger sister and only started having sex with Ms. B a year ago.
